02 3-cylinder 40 Mercury high-speed jet problems motor runs fine top carburetor good mist at Full Throttle bottom carburetor good Mist at Full Throttle Center carburetor no mist at all clean carburetor three times still same issue push the primer button on top of the motor picks up to full speed then back down to half any ideas

Clean the carb again.

if I thought it was simple as clean it again I would not have posted got to be something different carburetor is spotless has been cleaned four times

Any other trouble shooting done.----Compression test ?----Most " carburetor trouble " turns out to be something else.

Simple check is to pull carb drain and see if fuel runs out...if not inlet/needle/float problem

Problem no mo lol highspeed jet tube was cracked / split and not letting fuel to top of carb swapped carb and no problem could not see the crack as it was inside the outer sleeve
