high speed needle

When I tried to put my high speed needle back in my carb on my 59 johnson 10hp, the sleave inside hole became loose. How do I tighten this back up?

The upper needle on the carburetor is the slow speed mixture.-----The needle in the carburetor bowl is the high speed mixture.-----Make sure this sleeve threads on the needle smoothly.----That sleeve is held in place by the packing washers.
