High temp alarms all the time, please help

I have a 1995 Mercury tracker 40 hp, 4 cylinder, 2 stroke motor. When I turn the key on the alarm starts screaming and regardless if the motor is started or not it never stops. Is this an indication that the buzzer is bad?
How would I check it to see if the buzzer is bad or the sending unit is bad.

Disconnect the temp sender. If the alarm quits, the sender is bad. If it doesn't, the sender wire is grounded somewhere or else the alarm module is bad.
