I replaced the r/r since the wires were bad and the unit failed the test. replaced the circuit breaker the was faulty and not resetting...when I hit the key the dash meter reads 18 volts....as if the motor was running and it's charging...the battery is 8 years old... any thoughts on what it maybe?

I'm assuming you're configuration is a single battery. So the most likely source is a bad or inaccurate dash meter. Check voltage at the battery terminal. If this reads 18V, then try again with the negative wire disconnected. if it's still 18V then with the battery is bad or there's some gremlins inside that battery. For an 8 yrs old battery, I won't be surprised the battery is already defective.
