High Voltage

I have a 1979 Johnson 115 HP (I bought it new). It is mounted on a Cajun Mach I boat. After starting the engine, the voltmeter hesitates for a few seconds and then begins a slow rise up to a little over 16V at idle to about 3,000 RPM. I have a new battery which is fully charged and have performed a load test to verify that it is OK. I have used a second voltmeter (attached separately) and it verified the same pattern of slowly creeping up to a little over 16V. All my gauges and fish locators, pumps, etc. do not seem to be affected at this time and the engine starts and runs perfectly. During my check out process I have replaced both the rectifier and stator assembly. My next step is to replace the battery cable lugs to ensure the connection is good. Question #1: Is going to 16V a normal event? #2: I am out of ideas, what should I look for from here?

your engine has an unregulated charging system. What you are seeing is normal.
