The battery is fully charged, and i cleaned all of the connections on the battery, i cleaned the posts, i did everything that i could. all connections on the battery are tight as well as on the sylenoid. when i touched a screwdriver to from the hot post on the sylenoid the the ground on the sylenoid it would turn over, and yes the motor is in nuetral.

OK, cool Ranger. Now what ya' gotta do is determine if yer gettin' 12volts to the coil side of the starter solenoid when the key switch is in the start position.<br /><br />There should be two small post on the starter solenoid. With someone holding the key switch in the start positon, see if you have 12volts to the small post on the solenoid. If you do, then the starter solenoid is bad. Sometimes a little tapping on the solenoid will help. But it should be replaced if the voltage to the starter solenoid coil is there and won't pick up.<br /><br />If there is no voltage at the solenoid, the trouble could be in the key switch. Check for lose terminals on the ignition switch.

I had this same problem earlier this year. Ended up being two broken wires leading into the plug that connects to the motor (the one that has 7 or 8 pins in it). Definitely helped having a circuit tester.

If no voltage to soliniod, along with key switch, as OutboardJim said, there is also a neutral safty switch, usually in the shift throtle control :D
