Hoda 4 Stroke, 2 hp,water cooled, won't go over 1/2 throttle

I have one of the older 2 hp/4 stroke water cooled Honda Outboard. The thing has very low hours on it. Starting last season the outboard won't go over 1/2 throttle. It runs fine, starts easy just won't wind up. It has been suggested that gasahol is the problem.and I should shop for a station(Oregon) that has straight gasoline I had the carb gone through by a guy but no difference. Any other suggestions Thanks

Try some high grade gasoline or add some carb cleaner to the gas you have...what year is your motor ?, i have a 2 Hp Honda four stroke 2010 model but mine is air cooled and we love our little guy.
