Hole in bilge

At the bow end of my bilge pan on my 16 foot Seaswirl I/O there is a hole 2" long and 1" high. I have had people tell me it supposed to be there to allow water from the front of the boat (should it be there) drain back into the bilge. Should I leave the hole or seal it?

Leave it alone. It's called a limber hole and its purpose is exactly what you described.

Pix would help make it clearer what your asking.

A 2" X 1" hole thru a a bulkhead at the forward end of the central channel back to the bilge at the stern?

Scan thru some resto threads, many deal w/ directing water below decks back to the bilge.
