hole in top end of engine

my 9.9 1995 ha a hole in the top end of the engine. When I cleaned it out to fill it, I found 2 rubber nipple sticking out inside the hole. What is that and is it useful?

still no idea where this is located on motor, back off a little so we can see where it is located on motor.

Holes are in upper casing, not in power head as I thought you meant.
Sorry I have no idea what they could be

May help someone else respond if you posted model #, I believe it is a four stroke, but not sure if it is a F or a T
