Hole Shot Problem?

Got an 89' Evinrude V4 110hp. VRO has been replaced with fuel pump and all has run great. This motor is mounted on a 17 foot Stratos Fish & Ski with a max hp rating of 115 and has a 6" adjustable jack plate between the motor and boat. I've been playing with the jack plates, seems I can get the hole shot "ok" but not where it should be by lifting the engine, but then it wants to bounce all the time....now I have it where I believe it should be and it's very low on the jack plate but the cavitation plate on the motor is right at if not just above the lowest point of the hull. I have replaced all fuel lines done a complete tune up, the engine idles great and WOT once the boat gets plained out is around 5,700rpms trimmed out and running 42mph according to the GPS. The prop that's on it is an 18 pitch....I'm not looking for speed i'm just wanting it to cruise good and pull a tube for the kids. Can I get any ideas from you guys on where to look? Does this sound like an engine performance issue or a setup issue?...engine seems like it's running strong but it's bogging durring holeshot but it does push through it and then it runs like a champ.

If your slipping with jack plate up and slow with with it down?
Is your prop vented?
If not google venting outboard prop. It may help?

Thanks, I just looked it up, but I really don't think i'm going to ruin my SS prop. Although i'm new to "bigger boating" i've been bass fishing and grew up on the river riding with everyone else and i've never heard anything about "venting" the prop nor have never seen a prop drilled out. I've known plenty who have had SS props cupped but I know this is different. I do have a "whale tale" that is not installed and will be giving it a try this weekend and see what that does with the current motor position and then I may inch it up on trial runs.

In my case (16 CCF, 55hp 'Rude) the "whale tale" made a huge difference. Trimmed all the way in it lifts the stern, then after I'm on plane I trim up until I get to WOT RPMs, then reduce throttle to cruize.
