Hole through transom

I have a hole that goes all the way through my transom, from when the previous owner had something bolted in. What would be the best way to seal it? My thoughts were with a bolt that exactly fits the hole, with rubber washers on each side, bolt held tight by lock tight and marine sealant around the washers and bolt?

no need for loctite or even rubber washers. a simple bolt thru the hole with some elastomeric marine sealant like boat caulk would suffice.

if the hole is small enough, just the elastomeric sealant

It is a 9.5mm hole I believe. I only thought of the lock tight, as it is fairly close to the engine and I’d had for the bolt to rattle off
