Holley Projection 2D Throttle Body Injection-Help

I've been trying to find the cause of my 24' Albemarle w/AQ-271C (V8), not getting past 2200 rpm/s under a load. The carb has been replaced with a Holley Projection 2D (Marine) TBI.

In checking the throttle position indicator (TPI), the manual states that at idle, the reference (Blue to black wire) should indicate .63-.65 Volts. The best I can get is down to 1.10 Volts at full CCW rotation of the TPI. I couldn't get it down to .63-.65 volts no matter what I tried. So I took the TPI off, and even with the tang fully closed, it only gets down to .80 volts. (so it's pretty much impossible to get .63-.65 Volts) The question is, should the MAP be able to compensate for this much of a disparity...at the ECU (dialing down the "Main" control to compensate for the error?
Holley asked me to "bend" the tang....but if I do that, then at MAX throttle, the voltage will then only peak at 3.6 (well below the 4.5 to 5 Volts intended at max throttle. Anyone with a similar experience please give a shout. The boat accellerates cleanly and evenly to 2200 rpm....but any advance of the throttle beyond does not yield any increase-it's as if there's a dead zone for the last 1/4 of the throttle travel and bogs down. Can't get it to run rich of peak...lean yes, rich no. The fuel pressure is set to 14 psi at the TBI intake, and roughly holds this pressure. (Pressure guage wobbles a bit, but holds pretty close. Timing seems to advance as called for evenly to about 28BTDC at 2200 rpms....where the motor won't kick past. Brand new fuel filters, clean - rebuilt injectors, Ideas? I'm about done trolling the lake at 2200 rpms trying to figure this out.

I think your in a pickle here Bongo. Although the Holley system has been talked about, I doubt there are many with any experience. Even less likely is anyone with the kind of specific knowledge you need right now.

Sounds to me like Holley is not being much help. There has to be a better way to diagnose your problem. I'd call them back up and lean on them hard.
