i've taken it apart a couple o times, but it still has a significant drag when i pull the starter. i sanded the flywheel and magnets - took the flywheel off and turned the shaft with no drag. put it back on and it still had it. so the problem seems to be with the flywheel. what would cause this? something with the magnets?

I would remove the flywheel and look for shiney spots on the coils and flywheel maginets etc. Then use a marke a lot and blacken any area that could be rubbing, replace flwywheel crank a while, remove flywheel, inspect for where black ink is removed. File these areas or adjust adjust the component to give extra clearance.

Also check The water pump will drag when cranking , extra when out of water.
