Honda 100 will not run at low RPM

I have a honda 100. It has great compression, and starts really well. But it will not run without giving it a lot of gas. I thought it was for sure the carb. But I cleaned it and did a lot of tuning on it (although I am not an expert, so it could still just be mistuned). But what I just noticed, is that while it is running, there is no water flowing out of the water output-at any time.

I took the panel off of the side which the water flows through, and it is completely dry. Somewhere there is no water coming in. Where is the best place to start, and what do you think the problem could be?

Any input is greatly appreciated!

No replies but since I resolved this problem I figured I should post in case it helps someone else.

There were many little things wrong with the motor that were fixed, but it turned out, that Occam's Razor applied here: The simplest explanation was the correct one.

Although I had done extensive cleaning on the Carb, and didnt think it could get much cleaner, the idle jet was indeed slightly blocked. I took off both the fuel mixture screw and the alternative screw that sits next to that blocking the jet, and blew some compressed air into it. Started up immediately and ran great. Guess it would have been worth my while to just bring the carb to a solvent bath somewhere and have it totally cleaned. Probably would have avoided a lot of wasted time.

I feel like I am talking to myself here, but I hope someone else who thinks they cleaned their carb out fully and actually needs a bit more reads this and it helps them. If not: Thanks Brett. Your welcome Brett.
