Honda 1997 BF9.9A won't run above idle.

At idle engine sounds like it's only running on one cylinder. Sounds like a Chinese diesel one-lunger.
No throttle response. Pulled #1 spark plug. No change. Hooked back up. Pulled #2 spark plug. No change. Seems to have good spark on both plugs.
Runs at about 60rpm with no throttle response at all.
Took to shop, installed new carb, compression test good, 120psi on both cylinders.
All electrical ignition systems checked ok.
Shop tested CDI and says it's good.

One of the local Honda shops says that the problem is inside the block with the valves, but how can that be if the compression is good on both cylinders?

Would this be fuel or electrical related?

Engine starts and runs at a very low rpm, as if only running on one cylinder, however, while running I can pull either spark plug wire off and it has no effect on the rpm. Advancing the throttle has no effect on the rpm also. I'm thinking maybe a too lean of a fuel mixture. However, the HONDA shop replaced the carb and it ran fine for one day, then back to the same problem. The shop then said it was inside the block, possibly the valves. However, it has good compression, 115-120 psi both cylinders. Their answer then was it would cost me as much for them to go into the block as a new engine. If it has good compression, how could it be the valves? The shop also said all the electronics checked out ok. ???? maybe a collapsed fuel line, fuel pump???? I'm lost. Any suggestions? Paul

WOW This engine problem must be hard one. I haven't seen any suggestions on how to approach this problem . disappointed, Paul
