Working on setting the idle. I am adjusting the throttle cable to slow the rpms. I reach a point where the engine rpms drop but the the throttle idle screw is not seated. The engine rpms are still well of 1000 rpms. When I continue to adjust the throtle cable to lower rpm the engine dies. If, while running I hand move the throtle butterfly to the seated position the engine dies. Anyone out there know the procedure for setting the idle?

If this is remote control... set the idle stop with the cable disconnected. Then zero-out the play in the cable while the control is at idle, and reattach it, thereby synchronizing the cable to the carb. In addition, it sounds like you need to clean the carb to achieve a better idle.

This engine idles at spec at 1200 rpms. Anything slower and you will see stalling and fouled plugs.
