Honda 7.5hp Starting problems

I have a 7.5 hp Honda outboard that I think is from the late 80's, seral number BF75 1-200913. I'm having trouble starting it, everytime I try it backfires( white smoke shoots out the intake). Its getting spark, fuel, and it has compression. I recently changed the oil and spark plugs and cleaned out the built up gunc in the carb jets. What could be preventing it from starting? If you're getting good spark, fuel, and compression as you say, then, in my experience, the most likely cause of backfiring is bad timing. Given that the timing is determined by the pulser coil and the camshaft, did you disturb the wiring between the pulser coil and the CDI unit? Check to make sure the wiring and connections are proper.

Did the motor start well before you did the recent work? If yes, then forgive what may be a dumb question, but did you reconnect the sparkplug wires correctly, i.e. make sure they're not swapped.
