Honda 8HP Four Stroke Problem

One of the motors at a yacht club that I work at is having some trouble. When I start it, it runs at wide open throttle. I tried to adjust the idle but nothing happened. Anyone have any ideas?

Did you look to see if it is stuck in the full throttle position? Something binding perhaps?
