Honda BF100 revs only in neutral

Bought a 1985 BF100 that hadn't been run in three or more years. Was told it has low hours and never used in saltwater. Changed oil (engine and lower unit), replaced plugs, drained old gas from float bowl and put fresh enthanol-free fuel in tank. Started and ran smoothly in barrel. Ran it up to full throttle in neutral and fairly fast in gear (not WOT as it threw water out of tank). Did this off and on all winter just to listen to it run. Then, put it on a 12-foot aluminum boat. Started, idled smoothly, took it out on the water and opened the throttle all the way. Still running smoothly but no faster than perhaps 3 mph. Called my Honda repair shop and they guessed carburetor and said they don't rebuild but would install a new carb. Wouldn't quote and estimate. So, I figure I, with not a great amount of mechanical skill, could put a carb on it. Now, I can't find the serial number on the motor but am guessing it will take the 161-881-033 carb assembly which I can buy for about $150. Am I right? Looks like a simple installation. Right? I'm 82 and don't think I want to tackle a rebuild. Other thoughts?

Was it reving up when achieving 3 mph? If so may be a bad prop hub. Do you have both cylinders contributing? I wouldn't throw a carb at it unless you further trouble shoot it...

Need a better discription of what it does when you try to rev it up, what does it do. Turn the throttle and nothing happens or does it rev up and not go anywhere. Cleaning Honda carbs takes a lot of attention to detail and a lot of shops that are acustom to cleaning 2 stroke carbs sometimes dont have the patience for it.
