You have a motor that will run on EITHER 12volts OR 24volts. There should be a switch on the foot pedal labeled 12V or 24V. The red wire is 24V, the orange is 12V and black is ground. You need a three wire receptacle to plug the motor into. Here is what your system should look like.

E-bay, Craig's List, MotorGuide, or a MotorGuide Dealer. If it doesn't work, don't throw it way as it may be that the speed coils in the motor itself are bad. If they are, the motor may not run on one or more speeds but works well on the highest setting as speed coils aren't needed for that speed.

Now wait a minute! You need to check the foot control box as sometimes the speed controls are in that box. Without the box in the circuit the motor can only run on that one speed. Check the speed control on that box. Does it have numbers 0-1-2-3-4-5 that clicks to each setting or is a variable knob like on a radio volume control. if its a variable knob like a volume control then the speed controls are likely in that box.

Then it's more than likely the control box that's bad, not the motor. Did you just acquire this thing, or have you had it for awhile?

You know it works on high speed. If it doesn't work on slower speeds you need to do some troubleshooting on the box. Without pictures to see what you have I've done as much as I can.
