Horn ?

I have a 1990 250 sundancer and I've been trying to figure out why my horns won't work. I've even replaced them with new ones and they still won't work. I guess my question is is there some sort of a horn relay that could be the problem and if so where would it be located?

Pretty much every electrical "function" on your boat/car/camper is fuse protected, including your horns. Usually however, if the fuse is blown, there is an intermittent short or something else causing the fuse to blow. Next place to check is the button itself. A voltmeter goes a long way with problems like this.

depending on the year, you either have one of the following ciruits:

+B to fuse to push button switch to horn (usually a rocker switch)
+B to fuse to soft panel switch to power distribution module (either solid state or relay) to horn (usually the peanut shaped soft button panel)

in either case, check the voltage at the horn when someone presses the button.

I'm kinda stupid when it comes to electrical work, lol. I do have a multimeter, can you tell me how to hook it up and what to set the meter on?

put the selector on the setting with a V and a solid line over it. or on the +dc voltage.

When using the meter as Scott told you how to set up, place one probe, the black one, the one in the - hole, on the negative buss bar ( probably a bunch of black wires connected together ) and the other on the point you what to test.
