Hose rigging kit

I have a 90HP 4 stroke on a 2021 suntracker, could use help on a couple things.
I would like to put in the hose that comes off the motor and covers the wiring
1. Any ideas on how to accomplish this with the fuel line running through the same hole currently and needs to stay outside of were everything else runs to the battery?
2. Was planning on installing a second battery with a Blue Sea kit but I believe if I have the switch shut off then I would not be able to raise and lower the outboard without getting in the boat and switching it back on? Just trying to avoid removing the cover of I just need to raise or lower the outboard when I have it put away for the winter.
3. What is the green part in the fuel line?
Some sort of regulator or backflow?

The thing in the pic is a "fuel demand valve" and is used on newer motors and part of the EPA clean air. Keeps fuel from being squired out when a fuel line is removed by reducing the pressure. Attwood makes them

Use plastic wire loom hose (split down the middle) to cover. Can use a longer piece of hose maybe and reposition the demand valve
