Should I have an internal resister coil or what else would be causing my coil to get SMOKING hot and the engine to sputter out? The engine will start after the coil cools down, weird.

What's the voltage on the + coil terminal to ground with key on? If it's ~12 you should be using an internal resistor coil. They will be marked as such on the case.
Or, try a 2? ohm resitor, 50 watts, from an electronics supply, put it in series with the + lead.

When the boat is running I'm getting 9.70 volts on the negative side and 14.00 Volts on the positive side.

Not running and key on negative is 4.42 volts and positive is 11.70 volts.

Do you know if this boat came with a resistor wire before?

Would a hot coil make the starter solenoid stick on?
