how do i adjust shift linkage

My Evinrude 1983 70hp (ELCTE) is starting in gear when the throttle is in neutral. Is this most likely because the shift linkage needs adjustment? If so, how do I adjust it? I don't really know what's what so a picture would be helpful, Google hasn't helped me very much.

the adjustment can be made with the bottom linkage on photo you have to make sure the carbs butterflys & timing trigger are all synchronized too disconect the cable first i do it all by hand first then connect cable after

If the cables are old and look worn out/cracked, etc, you may have to look at getting a replacement set of cables. If it were me, I would also replace the throttle cable at the same time, while you are working in there. (they might even be sold in pairs any anyways.)
