How do I check F15 to see if it's charging?

Using my portable voltmeter, how do I verify that my outboard is charging the starting battery?

Take 2 readings at the battery. 1st when engine is off, and second is when its running. If there is output, you should see the second reading higher-over 14 vokts. If the 2 readings are the same, you are probably not getting any output from the engine.
