Try PB Blaster. It a spray penetrant found at Walmart and finer stores. I found it best over all other penetrants. Somehow it gets in there to loosen hardened grease. If the pivot tube is more rusty than the steering arm bolt area, it may take more than a few minutes for the the PB Blaster to work.

I hate heating things, but at last resort you can always replace parts. If heating becomes an approach, consider removing the pivot tube from the motor mount. Be sure to support the motor properly first.

ONce you get loosened up, use marine grade lithium grease. I absolutely don't use those wax-based greases anymore. One reason... steering rods stuck in pivot tubes.

should i drill small holes in the pivot tube and spray it in there? or just by the sides...?

Do not drill holes, this tube is a tube without holes for a reason, it will almost certainly promote rust or oxidization if it were perferated. The best approach is to have the tube vertical to let the penetrant run down from the top, the alternative is from the side, once it has worked its way in use a 2x4 and hammer or sledge to work it out, not without wood as you may damage the threads. Heating it with a torch will almost certainly destroy it, there is grease inside that tube which will almost certainly catch fire.

And that is a Suzuki in the pic, blasphemer!!!!!!!!!!!!!!!!!!!!! :p

Lots of luck. That is one of my least favorite repair jobs. If you can't beat it out, remove and replace the whole tilt tube. But it will probably be hard to get out too. LOTS of HOT heat may be required. The heat will melt any plastic bushings on the tilt. Did I mention it won't be easy?

Soak it, encourage it, soak it encourage it and repeat regularly for possibly weeks. Use a lot of penetrating fluid and shock treatment.
It does take time though.

I've had the same thing ,used a penetrating oil called "kroil",(haven't used pb blaster). Beat it with a 5lb maul port to stbd. Always thought those zercs were for steering but no,grease only reaches tilt. Now I take it apart often and hand grease it.I'm qualified for that at least.
