How do I take Delco starter off '88 Mercruiser 3.7?

The problem is when I put a positive jumper on the big lug on the starter relay and ground the other jumper, it clanks, but the starter won't turn. If I could just back it out a bit and try it that would narrow down the possibilitys. I don't have nor know how to use an amp/battery gauge to make those amp test.

The last time this motor might have been run was in 1995, the last sticker date.

I think it is a Delco starter because it had the starter relay attached to it.

Please explain water system. It looks like prestone runs from the top of engine into a long circular tube that runs along side the motor at the bottom, yet when I drained a sample from the bottom plug, it looked like pure water. It doesn't look difficult to take the hoses and tank off but I am wondering how to save prestone, if that is what is in it or the other hoses. Where does pure water go in?

Now for the starter. There are two bolts holding the front mount on the engine. Then there is one just back of the starter. How many bolts hold it in at the back? Could there be shims?
