How do you measure shaft length?

I have an old Force 85 outboard. Anyone know if this is a 20" or 25" shaft?

from under the transom mounting clamps to the cavitation plate .....15 20 25 but you will find a 20 in will be 22 1/2 and a 15 18 in so adjust your transom to put the cavitation plate level with the bottom of the hull
