Okay, replaced the entire water pump assembly on my 1998 9.9 ML O/B. The shoe or cam that engages the shift dog in the gear box screws onto the bottom of the shift rod. I had to remove the shoe/cam to put the shift rod through the water pump housing and thought I got the shoe/cam threaded on in the same position it was before however now the engine wont' go into gear. FYI, I have a remote gear shift/throttle if that makes any difference. I can move the shift handle into forward but the prop still spins, but clicks. It also goes into neutral with and clicks when spinning my hand. I can't get the shift handle to even go into the reverse position. I was going to remove the prop gear assembly but mine doesn't have any bolts holding it to the housing like those I saw on You tube. So I actually have two questions, is there a procedure I should have followed when bolting up the lower unit, like shift linkage in neutral or forward, etc.? and if not how do I remove the prop gear assembly so that I can see the shift rod shoe/cam and possibly get it to engage the shift dog? Thanks in advance for any insight.

Sounds like the cammed part of the shifter rod was put in backwards. Take the lower unit of and try putting the shifter rod back in. The bearing carrier in that motor threads out takes a special tool.

Thanks for the quick response. Which way does the cam face? Does the angled portion face the dog and gears or does it face the front of the housing/boat stern?

The angled part should face the gears and dog. Sometimes when you put it back in the pin gets hung up and you won't get the full gear shift take it out and put it back in.

Flyingscott, your were 100% correct. Realigned the cam shoe and all is good. Thank you very much for the advice! It's much appreciated.
