How does Tn-26 water system work?

The two exhaust holes are clear 1/2 way up the motor but no water is coming out. I took the lower unit off but no impeller.

Well, you were half way there. There is a 1/4" thick plate right above the lower unit gearcase. The water pump in on the topside of that plate.

Hm-m-m, you can see it? I didn't realize you can without opening it up, but..

Anyhoo, disconnect the neutral shift wire at the lever under the gas tank support. Then remove the curvy tube that it goes through. Now you can pull the 1/4" plate and pump assembly down, cable and all. The water tube may be stuck in the rubber seal, just pull. WARNING!! If the cable is frayed on the top end, stop. If you pull it out you will have a terrible time getting it back in.

When it comes time to reassemble, the cable feeds up through a tube, so don't worry about that.
