How fast?

I am looking at buying a 1979 35hp motor for my 16 foot starcraft. How fast do you think it would go with 2 people and gear? Would a 4o hp do much different? any help is greatly appreciated. Below is a picture of the boat it would be on

I have a similarly sized Lund with 25hp. It will do 23mph empty on smooth water. Add some passengers and chop and it's more like 21 mph.
