I have an old 59 evinrude 50hp,I took the therostat out,and the heads are just a little to warm to keep your hands on them for more than a few seconds.Is this ok?
With no thermos you should be running warm at best with proper water flow and oil mix at idle,maybe come up to near normal if running.If the heads are this hot the block is probobly hotter.See if you have full water flow,impeller or blockage to blame.
