Well, an experienced mechanic could slap one in there in about 15 minutes, if that's all he did. You have to expect he will spend time troubleshooting to make sure that is really what it needs, and some sort of testing of his work. And the paperwork, trip to the parts guy, and whatever. Besides, most shops will have a minimum charge of an hour or so.
Yes, there is a flat rate for the job. Mostly used to charge the factory for warranty work.
1.5 hours is about right to troubleshoot and repair that engine as pack is under flywheel, You have to remove flywheel,timer plate to re-route wires realign so it dont rub magnets and reinstall flywheel. It and the 40hp suck as this is a bad design, I install the CDI/Rapair kit which converts it to outside mounted pack.
