i had the same question on my 1961 johnson 75hp, the guy at the boat shop said it has a thermostat and water will only dribble out until the motor warms up but you might have a bad water pump too. mine had to run for about 10 minutes in a tank before the thermostat opened and water came out for about 20 seconds then it closed again.
