Don't you think it would be a good idea to get the tach functioning first so that you knew for certain how fast the engine was running at WOT and at idle. right now you are guessing and that is no way to adjust idle speed.
To adjust the cables (throttle and shift) you have to have the engine idle rpm adjusted properly first. (There is that tach thing again!!) To do that you disconnect the throttle cable at the engine.
When you have the idle speed set properly, shut the engine off, shifter in neutral, and then bring the end of the throttle cable up to its attachment point on the throttle linkage. If the connection does not line up exactly, you adjust the cable until it does. Then connect it. Do not move the throttle linkage while you make the alignment check. If you have to move the throttle linkage to line things up you are doing it wrong.
The shift cable is adjusted in the same manner. Shifter in neutral, shifter on the engine in neutral. Bring the cable end up the linkage and adjust the cable if necessary so it can be connected without moving the linkage. Make the connection.
