How to break in a brand new 1999 75hp Force

This is my first time using the site and I was wondering if anyone knew what I should do about running a 1999 75hp force engine for the first time. The guy I am buying the engine off of purchased it a number of years ago and never used it. He says the thing has never had gas in it so I'm not sure about doing such things as cleaning the carbs. Can I simply put it on my boat and go?
Also I am getting the engine for $2500.... is this a fair price. Thanks

This is out of my Force manual


Breakin.

Double up the oil

First hour... NO full throttle...vary throttle settings every 30 seconds. not more than 3500 rpm

Second hour...Spirts of full throttle for 30 seconds, NO pulling of anything...vary throttle settings.

OR...let it idle for 3-4 hours...in gear.

Next Four hours avoid continuous full throttle

After 6 hours of break in, any throttle and regular fuel mix is fine

Price wise, I think it's at least twice what you should be paying. Bear in mind, this is an obsolete engine with limited parts availability. Personally, I would be looking at another brand such as Johnson, Evinrude, Merc or Yamaha that you can still get parts for. Look up what these Force motors are going for on Ebay. I bet if you looked, you could find one for between $400-$700 !! The fact that he says it is new doesn't mean much value wise in the real world, it is still obsolete and a motor with not the best reputation for reliability. If you really want it, offer him $1200, remember, the engine is 8 years old and not being made since 1999 !!!
