Short lever, smack in the middle, just above the transom. Swing it all the way one way to tilt the motor. Swing it all the way the other direction to run / lock it down. Yes, you are supposed to run with it locked down. If you hit a submerged object, it will automatically release and tilt up. No lever??? Busted off. Has a lever but doesn't do anything??? Link rod is missing or disconnected.
