How to increase idle rpm on 40HP EO?

I want to increase idle from 550 to 700 rpms. My outboard is a Mercury 40 EO - 2000 - 3cyl and 3 carburators.
Carbs and linkage are ok but idle is too slow. Idle screws opened 1 1/2 turns.
How can I increase idle rpms?? Tks!
