How to install a stater pawl on 1983 15hp johnson

I got this engine for free and I am new to boat engines. I bought a new starter pawl. Not sure how to properly install. When in place the pawl always engages the starter teeth when I pull the starter rope? What am I doing wrong? Thanks.

Possible that you have the sprink on the wrong side.

The long bit of the small spring needs to be on the outside of the arm that extends from the base of the recoil up over the spool. Also, that pawl will be engaged if you advance the throttle too far. It's a lock-out to prevent the motor from being started at a high throttle setting in gear.
