How to install keel pads WITHOUT screws?

Need some suggestion to install keel pads without screwing into the axle. What do you all think..

How about some sort of caulking? any recommendations?

I have a set on my one trailer held on with 3M 5200 sealer, clean well and apply.
They were the snap on type but they warped with age, so I made them permanent.
