How to lower charging voltage

Hi,

I've got a '88 Johnson 60HP 3 cyl. and it charges at 16.5-17.0 volts at cruising speed. I hear its normal to charge this high on a non-regulated system. Is there any way to add a regulator to it? Is there any way to drop the voltage down a little?

I just installed a automatic charging relay and it has a over voltage lockout at 16 volts. Kind of defeats the purpose of having a ACR if it doesn't charge the second battery.
