How to measure length of outboard

When they say it is a 15,20, 25" length outboard where are they getting that measurement from? Silly question but I can't seem to locate the answer.

Measure from the underside of the transom brackets (the brackets that attach the engine to the boat) down to the cavitation plate (the plate just above the propeller. The measurement closest to........

15" = Short Shaft

20" = Long Shaft

25" = Extra Long Shaft

That works, just checked it and it is a 20" as I thought but couldn't figure out where to take the measurement.
