How to remove a frozen steering wheel

My Steering wheel basically broke off during a recent fishing trip in rough conditions. I have removed the wheel itself as the actual welds were broke and would not provide any leverage. I have removed the nut and washer but the sleeve that is part of old wheel is frozen to the column. Any suggestions?:'(

Normally I use the Knees Under the Rim method,.....
But,....
You've already Busted the Rim Off.......

I'd think the Next Step would be to find a Puller that you can make Fit.....
Take a Good Tension on it,+ Wack the Lead Screw......
What's left of the Wheel,... Should Pop Right Off.......

Or, you can use a Dremel tool with cutting wheel and split one side of the sleeve. If it is a keyed shaft, split it at the key...
