How to remove cement on hull

I just recently purchased a 1990 Baja Islander 190, and it looks like it was trailered through wet cement on one side. There are little spatters numbering around 20. With the biggest being around the size of a black eye pea. I'm about to use poli-glow, and would like to hear some suggestions for removing instead of sealing it in. I've tried sanding, but I can't use compound to remove the scratches because of the poli-glow. I'm clueless. Thanks in advance!

heck,, just a good fingernail rubbin' ought to work.. <br /><br />muratic(sp) acid in a spray bottle will do the trick.. an wont hurt nuthin' else.. it's what masons use to clean splatter off stuff.. <br /><br />get at any hardware store.. <br /><br />then wash & hose down real good..

Thanks! I'll give that a try. I tried the ole' fingernail, but I eneded up tearing up my nail, and doing nothing to the cement. Thanks again!
