I THINK this is a picture of a Glastron V-163...
If so, then to remove the cap you just remove the rubber insert in the rubrail and then remove the hundreds of rivets or screws holding the rail onto the boat. This is the intersection between the Top cap and the hull of the boat. It may also have been glassed together at this seam and if so then a multitool is a good tool to use to cut it free. This is especially the case back by the transom under the splashwell.
