how to repair bilge drain on aluminum boat

I have a 76 aluminum starcraft with a bilge drain that is rotten on the inside. It looks like it has a rubber o ring in it. What do I need to do to fix it?

I'd knock it out and replace the entire tube with a new aluminum one.

Here's how you can make a flairing tool for it. Make sure and coat the hole and the tube with 3M 4200 before you install it. Factory had rubber O-Rings but the 4200 actually works better cuz it seals the wood inside and out.
