How to set carb float??

This is on the 2000 model year Johnson 30 two stroke.

With the fuel bowl removed and the carburetor held in operating position, there is about 1/4 inch of space between the outer top end of the float and the bottom of the carburetor body. What is the correct specification for the float setting? And how does one adjust the float setting? By bending the little tab that is at right angles to the float, or by bending the float main arm?
