How to Set Float Level plus Soaking Looper Plastic Carbs

I have an 89 OMC Seadrive 140. It is a 90 degree looper and has the plastic carbs. What is the proper way to adjust the float level on this carb, do I just bend the little tab that the needle hangs from (lower right corner of this photo)?

Also, I purchased a used carb off of Ebay to replace a badly warped, leaking carb that i had and the Ebay carb was gummed up real bad. I tried removing what I could with carb cleaner, compressed air and a toothbrush, but I just can't cut through all of the buildup of gas. Can I soak the carb? If so, what can I use that won't harm the plastic?

You can soak the carb in BRP Engine Tuner and never hurt it if you forget it in it.
