You can test it with a vacuum pump and ohmeter if you have them and know the specs. (I don't). There should be no continuity (infinity) between the center terminal and the case until a certain vacuum is reached, then the contacts close and give 0 ohms. Easiest way is to see if it works in actual use. Before you try this, make sure the ignition switch works to turn the motor off in case it runs wild, which the vacuum switch is there to prevent. Rev the motor up in neutral as fast as it will go as limited by the shift interlock, then back off on the throttle. That will cause the switch to close and cut out one cylinder till it slows down. After it slows down, the cylinder will kick back in and you will hear a definite difference when it does. The starter safety switch must also be present and operational for the vacuum switch to work.
