There thould be a TDC mark on the flywheel and a "pointer mark on the block above the top carb. Line these up. Now, set the distributor pulley so that the curved line matches the curve of the flywheel and the straight line points directly at it. At this point, both distributor and top piston are at top dead center. Now, advance the throttle all the way in gear. With the plugs removed and grounded so the engine can not start, turn the ignition key to RUN position.
Turn the flywheel by hand slowly until the top plug sparks. The 36 degree mark on the flywheel should be 4 lines to the left of the long line on the pointer. If not, loosen the locknut on the adjusting screw on the distributor. Turn the screw to adjust: Widening the gap between the black plastic blocks will retard the timing and closing the gap will advance. Dang! I keep doing that: Widening the gap will advance timing and closing it will retard.
Once adjusted, carefully stop at the point where the plug sparks. NOW, pressing on the timing bely should cause a spark each time you press (depending upon your skill)
Total advance can be 32 degrees BTDC but 30 is safer.
